The 20-time English champions will table a £45 million bid for the 22-year-old with a view to agreeing contract before the Euro championship in June.
Manchester United and Everton will go head-to-head in the Premier League encounter on Sunday when Roberto Martinez’s side make a trip to Old Trafford.
Barkley has scored eight league goals this season, playing a crucial role in the Toffees’s midfield.
